  18. <p>     The savings-and-loan disaster may be a burden for taxpayers,
  19. but it's a boon for lawyers. The federal agency created to
  20. handle the sale of insolvent thrifts has set an annual budget
  21. for legal fees of $130 million. That's quadruple the cumulative
  22. $33 million it has spent on lawyers since its inception last
  23. year.
